Feeding Europe: Building Genuine Food Security in an Unstable World
Food security tends to be invisible until it isn’t. Europe is not, on the whole, at risk of mass shortages the way some import-dependent regions are, but the war in Ukraine still delivered a sharp reminder of how exposed even a wealthy, agriculturally productive continent can be — Russia and Ukraine together are major global suppliers of wheat, and the invasion sent grain and fertilizer prices sharply higher worldwide, hitting European consumers and farmers along with everyone else. Fertilizer, in particular, exposed a hidden dependency: much of the natural gas used to manufacture nitrogen fertilizer, and much of the potash and phosphate mined for it, comes from Russia and Belarus. A serious food security strategy has to address land, farming efficiency, fertilizer, reserves, and import diversification together, because a shock to any one of them ripples through the whole system.
Protecting Agricultural Land
Farmland is a finite and slow-to-replace resource, yet Europe loses meaningful amounts of it every year to urban expansion, infrastructure, and soil degradation from intensive farming practices. Once agricultural land is paved over or its soil quality collapses through erosion and nutrient depletion, restoring it — if possible at all — takes decades, which makes land protection fundamentally different from most other resources in this series: there is no fast industrial fix once it’s gone.
Protecting it means stronger zoning rules limiting agricultural land conversion, soil health regulations that address the slower-motion crisis of degradation, and, in some member states, direct farmland ownership rules to prevent land from being bought up for speculation or non-agricultural use in ways that reduce its long-term food production capacity. This is politically sensitive terrain, since it touches directly on property rights and rural development pressures that vary considerably by country.
Improving Farming Efficiency
Producing more food from the same or shrinking amount of land requires efficiency gains: precision agriculture using sensors and data to optimize water, fertilizer, and pesticide use; better crop varieties bred for resilience to the more volatile weather Europe is already experiencing; and modernized irrigation in the southern regions most exposed to drought.
This isn’t a purely technical question — European agricultural policy has to balance efficiency gains against genuine environmental and animal welfare concerns that European consumers and voters care about deeply, sometimes creating tension between the goal of maximizing output and the goal of maintaining the more sustainable farming practices the EU’s own Common Agricultural Policy increasingly emphasizes. Getting this balance right, rather than treating efficiency and sustainability as opposites, is the harder and more honest version of this goal.
Rebuilding Fertilizer Production
Nitrogen fertilizer production is energy-intensive, requiring large amounts of natural gas, which is exactly why European fertilizer plants were among the hardest hit by the 2022 energy price spike, with some producers temporarily halting production entirely because it was no longer economical. This connects fertilizer security directly back to Europe’s broader energy strategy: cheaper, more secure domestic energy makes domestic fertilizer production viable again, whereas fertilizer policy alone cannot fix a problem rooted in gas prices.
Beyond energy costs, Europe also depends on imported potash and phosphate rock, minerals concentrated in a handful of countries including Russia, Belarus, and Morocco, giving this the same mineral concentration risk described elsewhere in this series. Diversifying these mineral sources and investing in more efficient fertilizer use — reducing how much is needed per unit of crop output — addresses the problem from both the supply and demand side simultaneously.
Emergency Food Reserves
Strategic grain and food reserves function the same way gas and mineral reserves do elsewhere in this series: a buffer that smooths out short-term shocks — a bad harvest, a sudden export restriction from a trading partner, a logistics disruption — without forcing panicked price spikes or rationing. Several EU member states maintain some form of national reserve, but coordination at the EU level remains less developed than the bloc’s energy reserve mechanisms, partly because food security has historically felt like a less acute risk for a continent that is a net food exporter overall.
The war in Ukraine narrowed that complacency somewhat, since it demonstrated that Europe’s own comfortable net-exporter status doesn’t fully insulate it from global price shocks when major suppliers to the wider world are disrupted. A more coordinated EU-level reserve mechanism, similar in spirit to joint gas storage targets, would extend that lesson into concrete policy.
Diversifying Import Sources
Even a highly self-sufficient food system needs some imports — certain crops don’t grow well in European climates, and specialization allows for more efficient global food production overall. The goal isn’t eliminating imports but avoiding overconcentration in suppliers that are geopolitically unstable or actively hostile, the same principle that drives LNG diversification in the energy sector.
This means cultivating trade relationships across multiple regions — the Americas, Africa, other parts of Europe — for key imports like animal feed, certain fruits and vegetables out of season, and specialty crops, so that no single disrupted relationship creates an acute shortage. Trade agreements that explicitly account for food security resilience, not just cost efficiency, are a natural extension of lessons already learned in energy policy.

Europe’s food security starts from a stronger position than most of the sectors in this series — the continent is a net food exporter with a long agricultural tradition — but the 2022 fertilizer and grain shock proved that comfort can be misleading. Protecting the land itself, farming it more efficiently without abandoning sustainability, securing fertilizer production against energy shocks, building real reserves, and diversifying trade all reinforce each other. The alternative — assuming Europe’s agricultural strength makes it immune to global shocks — is precisely the complacency the last few years have shown to be false.
